'(Within the populace of our Nation) There are many demands due and waiting (for resolution): necessity has turned the printing presses to the production of new paper money, driving down and down further the value of the national currency. An irresponsible and demagogic policy has been followed, which has brought about complex makeshifts. These have not only affected the soundness of the sitting governments budget, but also is undermining all our economic life and the whole efficiency of the state.'

We have to establish severest economy in every branch of state administration (without taking away one single cent from retirement funds, and assure the fullest monetary and health benefits for the citizens here who are elderly, handicapped, crippled, mentally ill or psychologically diseased essentially those citizens incapable of physical labor). We have to put a break on the endless increase of state employees. Furthermore, the obligation of settling our debts to foreign powers even now stares us all in the face. Even if our resources are currently limited, this supreme act of wisdom and honesty has got to be performed.'

624. 'Before launching a policy of severe economy. We shall compassionately do full justice to the aforesaid invalids, we shall fix the system with those special privileges without regard to economy (as these are the only funds the state and government actually spends on its own citizens; we will allocate more than enough public funds for the comfortable well-being and living standards for these people who are our brothers and sisters, our fathers and mothers, grand parents and children). The obligations which the state will assume for orphans and for impoverished widows, yes, and again emphatically—yes! After having repaired in this way a cruel wrong, and fulfilled a duty toward those who have given their lives and blood and health to the country, it is easy for us to strike at certain forms of exaggerated and sudden wealth derived from wars and internationalism’s financial Capitalism. There is no doubt that we will be very harsh in this matter. But, why not? These unjust pocket-book privileges represent an offense against all citizens who are and have suffered, not only in misery and death, but also in loss of money and their own property.'

625. 'Fascism tries to promote individual production to the greatest degree. We have to respect honestly accumulated wealth and make everybody understand the value, not only economic but also moral, of inheritance transmitted to families. Because of this, because we have approved a tax reform of great importance, Fascism restores many basic rights, such as the right of succession.
